We have some exciting updates to share with you regarding the Hillsborough TPO’s Access 2050 Long Range Transportation Plan (LRTP) Needs Assessments. These assessments play a vital role in shaping the future of transportation in our community, so let’s dive into the overview of some key findings. 

First up, let’s talk about Congestion Management and Crash Mitigation. By using data from the Tampa Bay Regional Planning Model, we were able to project the population and vehicle volume for 2050. With this information, we applied algorithms to estimate future crashes, minutes of delay, and travel reliability for major roads in the county. As a result, we have identified a list of corridors that are expected to perform poorly in these categories. This valuable data will be incorporated into the 2050 LRTP, helping us set performance targets and prioritize transportation improvement projects. 

Next, let’s explore the importance of having Real Choices When Not Driving. This memo delves into various modes of transportation captured in the Real Choices When Not Driving TPO Investment Program. From local bus services to paratransit services and trails and side paths, we analyzed these modes to identify opportunities for enhancing non-driving transportation options around Hillsborough County. 

Moving on, we explored the critical aspects of Good Repair and Resilience. This section of the needs assessment focused on evaluating the current and future needs of our transportation system, specifically looking at pavement, bridges, and transit assets. Additionally, we took into consideration the resilience of these assets against potential challenges, ensuring we prioritize creating a sturdy and durable infrastructure. 

Now, let’s talk about Goods Movement. We understand the significance of smooth and efficient freight transportation throughout our county and the region. Through this assessment, we have identified projects, both low and high-cost, that will enhance the movement of goods, further boosting our economy. 

Equity remains a top priority for TPO, and we are proud to introduce the Needs Assessment for Equity. This plan marks our first step towards identifying needs and recommending transportation projects through the lens of equity. Informed by our resolution on racial discrimination and our nondiscrimination & equity plan, these planning recommendations align with the Justice40 requirement set by USDOT to prioritize investments that consider impacts on underserved communities. 

Lastly, we have Major Projects. This section consolidates the major projects identified in each of the other technical memos and evaluates their performance using the Tampa Bay Regional Planning Model. This helps us gain a comprehensive understanding of their potential impact on the transportation system. 

As you can see, the LRTP Needs Assessments are an integral part of shaping our transportation landscape for the future. The data and insights gathered from these various technical memos will help inform the development of the Access 2050 LRTP, ensuring our community’s transportation needs are met efficiently and sustainably. 

In the next few months, we will be launching our program for you, the citizens of Hillsborough County, to provide feedback on various topics in the Access 2050 Transportation Plan. We will be launching a comprehensive engagement plan to make sure we hear from as many residents as possible.
