The Hillsborough River Interlocal Planning Board‘s (River Board) Technical Advisory Council (TAC) brings together a diverse group of government agency staff and citizens to address issues affecting the Hillsborough River, offering a unique and collaborative perspective to problem-solving. The TAC serves a key advisory role for the River Board. The three river-bordering jurisdictions that make up the Hillsborough River Board (Unincorporated Hillsborough County, the City of Tampa, and the City of Temple Terrace) appoint one citizen representative to the TAC each. In January, the Board of County Commissioners appointed Mr. Dallas Evans, P.E., AICP.

Mr. Evans is a biologist, hydrologist, engineer, and city planner. He has wide-ranging experience in civil engineering, including master planning of residential communities, preliminary plats, site design and layout, retention/detention pond design and modeling, potable water and force main design and modeling, site fire prevention design, storm sewer design and modeling, sanitary gravity sewer and lift station design, grading, and pavement design.   

Mr. Evans is also an experienced land planner, having successfully applied for and obtained rezoning approvals as well as variances to local Land Development Codes and provided expert testimony during quasi-judicial proceedings as a client representative before various regulatory organizations. He has prepared code interpretations and property use feasibility studies in keeping with local Land Development Codes and Comprehensive Plans. Mr. Evans is also certified by the American Institute of Certified Planners, a distinction for which many planners strive.

As a hydrologist, Mr. Evans is skilled in full-site hydrological analyses, floodplain and wetland mitigation, evaluating and revising regional-level floodplain analyses, modifying large-scale hydrological models to evaluate potential project impacts, and establishing project outfall criteria. He has performed extensive reviews of FEMA Flood Map Modernization studies for independent verification of the work of government contractors. In his role as an environmental scientist, Mr. Evans is called upon in wetland and wetland buffer negotiations with applicable regulatory agencies. He has also created stormwater pollution prevention plans to satisfy NPDES criteria, obtaining permit coverage for an array of projects, including a multi-state gas pipeline expansion. 

Mr. Evans has experience working with and being a liaison between regulators, contractors, inspectors, and architects. This diverse background will serve Mr. Evans well as he joins the TAC’s efforts to maintain, improve, and protect the Hillsborough River for residents and the environment.  Â
