Weigh in on the new Property Rights Element for unincorporated Hillsborough County

some housesJanuary 2022 – This summer, Florida amended the Community Planning Act that now requires every city and county “to include in its comprehensive plan a property rights element,” see Florida Statutes § 163.3177(6)(i)1. This new element is required by House Bill 59, which became effective on July 1, 2021. At the direction of the Hillsborough County Board of County Commissioners (BOCC), Planning Commission staff drafted the new element based, in part, on the model Property Rights Element developed by the 1000 Friends of Florida. Transparency, predictability, and reliability are the three main objectives of the proposed Hillsborough County Property Rights Element.

At a public hearing on December 9, 2021, the BOCC instructed Planning Commission staff to conduct additional outreach prior to the new element’s final consideration on March 10, 2022. As part of this expanded outreach effort, residents can weigh in on the draft Property Rights Element by joining a virtual public meeting on Thursday, February 3, 2022, at 4:30pm.
