The December TPO Board meeting was a culmination of collaboration and decision-making as we closed out 2024. The agenda included the adoption of critical Transportation Improvement Program (TIP) amendments, updates on FDOT’s tentative work program, and recognition of outstanding service.

Before delving into the action items, the Board took a moment to honor former Commissioner Pat Kemp for her eight years of dedicated service to the Hillsborough TPO. Board members expressed their gratitude for her commitment to improving transportation in the community and wished her success in her next chapter as she continues to advocate for Hillsborough County.

The Board reviewed and took action on the Florida Department of Transportation (FDOT) and Florida’s Turnpike Enterprise (FTE) Tentative Work Programs for FY 2026–2030, as well as the accompanying TPO Letter of Comment.

Mayor Ross commended FDOT for their investments in Temple Terrace bike and pedestrian infrastructure but underscored the urgent need for crosswalks in the area. TPO Executive Director Johnny Wong clarified a point in the FTE Tentative Work Program regarding the resurfacing project from Van Dyke Road to the Hillsborough-Pasco County line. He explained that while the program includes the segment up to the county line, a small portion just south of the line is not scheduled for resurfacing in the current work program. However, this remaining segment is planned to be resurfaced in a future work program.

The Board approved several exciting amendments to the FY25–29 TIP, including:

  • East Port Omniport Expansion: A $22 million grant to expand freight capacity and support economic growth.
  • HART CAD/AVL System Replacement: A $10.1 million project to modernize bus tracking and enhance rider experience.
  • HART – FHWA Surface Transportation Program: A $4 million grant for bus replacements, ensuring a state of good repair for transit assets.

TPO Attorney Cameron Clark then guided the Board through several key action items:

  • TPO Bylaws Amendment: The Board approved an amendment clarifying options for member participation, ensuring streamlined governance.
  • Executive Director Evaluation: TPO Executive Director Johnny Wong received high marks in his first year, with Board members commending his leadership and vision.
  • 2025 TPO Board Officers: Mayor Ross was appointed Chair of the TPO Board, with Commissioner Wostal elected as Vice Chair.

As the TPO prepares for 2025, plans for an LRTP amendment and public hearing in February were announced. These efforts will focus on adding the Branch Forbes and McIntosh Road widening projects to the cost-feasible plan.
