Following a brief July recess, the TPO Board reconvened this month with renewed focus and energy. The meeting began on a high note with a warm welcome to Christine Miller, the newly appointed County Commissioner for District 4. Commissioner Miller shared her enthusiasm for her new role on the Board, setting a positive tone for the session.

The public comment period brought forth strong community voices, especially regarding the I-275 road widening project from Hillsborough Ave to Bearss Ave, which was added back to the List of Priority Projects after being removed a few years ago. Attendees expressed significant concerns about both procedure and the impacts of the project throughout communities adjacent to the interstate, with the majority expressing opposition. 

The Board then moved on to a key agenda item in the Access 2050: Draft Cost Feasible Plan. A motion was introduced to include a proposed new interchange on I-75 near Ft. Hamer on the Unfunded Needs list. This sparked a robust discussion with several Board members expressing, among other concerns, a desire to receive further analysis to inform their decisions. Many concerns were eased as TPO staff clarified that including the interchange among the Unfunded Needs list does not commit FDOT or local governments to advancing this project. The next step would be for FDOT to complete a feasibility study to determine whether the project would be plausible. With that direction from the Board, TPO staff will make that change and still provide the public with opportunities to comment on the interchange up until the October 16 public hearing, and the Board will revisit the Cost Feasible Plan in September for additional input.

Following additional discussion and with recognition that this project was specifically identified in the County’s CIT Transportation Plan, the Board also approved a second motion to add the Lithia Pinecrest project to the Cost Feasible Plan. With these actions, the Draft Cost Feasible Plan was accepted by the Board.

In addition to these key decisions, the TPO Board approved the Transit Asset Management targets and received updates on the Suncoast Parkway Project Development and Environment (PD&E) study, as well as the Evaluation of the Proposed List of Priority Projects (LOPP). In the midst of robust discussion on the LOPP, some members expressed curiosity about the CSX rail study prioritized in the LOPP, particularly in light of recent legislative actions by Governor DeSantis and the limited information currently available. Executive Director Wong suggested that a forthcoming update about passenger rail initiatives across the state may inform the timing of any future rail studies. Additionally, Hillsborough County Aviation Authority Representative Gina Dew shared insights on the Airport-to-Downtown transit project included in the LOPP, highlighting its significance for the local community. She emphasized that this project would support small businesses by ensuring reliable transportation for airport employees. After a thorough discussion, the Board decided to consider a LOPP amendment during its November meeting.
