In April, the TPO said goodbye to FDOT District 7 Secretary David Gwynn as he stepped into retirement after eight years in the role.
When Gwynn took on the position, the District faced criticism from some communities about how it engaged with the public. Early in his tenure, he prioritized shifting that narrative by focusing on building stronger relationships with impacted neighborhoods. That commitment to engagement has had a lasting impact and continues to shape how the District approaches community involvement today.
Gwynn’s time as Secretary brought significant progress to the region. Under his leadership, major projects like the Westshore Interchange, the Howard Frankland Bridge, and support for the Tampa streetcar system were all advanced. He also helped secure important federal and state investments to move these efforts forward.
As he heads into retirement, Gwynn plans to split his time between Florida and North Carolina, spending more time with family and enjoying a well-earned break.
We thank him for his years of service and wish him all the best in this next chapter.
We welcome Secretary Justin Hall to his new role at District 7 and as a trusted advisor to the Hillsborough TPO.
