Housing Section Update for the Tampa Comprehensive Plan

A variety of housing types in Tampa's North Hyde Park neighborhood.

Overview

Access to a fair, safe, secure, and reasonably priced living environment profoundly impacts the health and well-being of Tampa residents. To foster a sustainable quality of life, residents must have access to affordable and decent housing options. Although new construction has increased the housing stock in Tampa, the need for affordable housing continues to be a concern. Lack of affordable units is putting many residents at risk of experiencing homelessness, while the share of cost-burdened households who spend more than 30% of their income on housing continues to grow. Housing has become a vital issue at the forefront for many of Tampa’s households. Additionally, previous land use and zoning restrictions exacerbated disparities among Tampa’s neighborhoods, especially for marginalized communities. The ramifications of these practices continue to have an impact today.

The City of Tampa is committed to creating a framework for housing and services that are affordable to all income levels. The Housing Section provides a long-range vision to achieve this. The Section’s five objectives include affordability; stability, resilience, and sustainability; healthy communities; supply; and access. Through these goals, objectives, and policies, the Section provides an overarching framework for housing-related City initiatives. The Housing Section serves as the Housing Element per Chapter 163, Florida Statutes.
