The Hillsborough TPO advocates for transportation projects that improve people’s lives across the county every year. One way we do this is through an annual Priority List, developed in collaboration with our partners. It identifies and ranks transportation projects for new funding and shows projects with strong community support.Â
It often takes years to move a project from identifying the need to finding the best solution, obtaining funding, and then building it. But when these projects open, the wait is worth it! Here are a few examples of recent TPO Priority Projects that are now open to the public:Â
Howard Frankland Bridge
Added to the Priority List in 2010.
The new eight-lane bridge now includes four general-use lanes and four express lanes (two in each direction). The general-use lanes opened in March 2025, and a bicycle/pedestrian pathway will open in spring 2026.

Boy Scout Blvd at Manhattan Ave Improvements
Added to the Priority List in 2018.
This project, finished in March 2025, added updated traffic signals, new crosswalks, and raised separators for safer crossings. It also added extended turn lanes, improved access, and an emergency signal for the nearby City of Tampa Fire Station.

Nebraska Ave Pedestrian Upgrades
Added to the Priority List in 2017.
Completed in December 2024, this project added mid-block crossings, rectangular rapid flashing beacons, new pedestrian signals, refuge islands, and lighting. Initial data shows a noticeable reduction in crashes involving people walking and biking.
