Each year the Hillsborough River Interlocal Planning Board and Technical Advisory Council recognizes leadership and dedication in the protection of the health and well-being of the Hillsborough River. On October 30 the River Board honored Dr. Rich Brown as the 2024 recipient of the Hillsborough River Stewardship Award. Starting with his work with the Friends of the Hillsborough River group, Dr. Brown later added to his legacy with his appointment to the River Board’s Technical Advisory Council and, notably, serving as its Chair for most of the 13 years he was a member.
Dr. Brown was a tireless champion for the Hillsborough River. His passion for the Hillsborough River was clearly not just talk. His unwavering commitment was instrumental in transforming the Lower Hillsborough River, which once faced stagnation due to reduced freshwater flows past the City of Tampa dam. Through his efforts, a minimum freshwater flow rule was established, rejuvenating the river’s health and ensuring its vitality for future generations.
The Hillsborough River Board honored Dr. Brown with a symbolic “paddle” trophy, recognizing his exceptional volunteer service. We celebrate his legacy of successful river conservation, ensuring a vibrant and thriving ecosystem for both people and wildlife. We extend our deepest gratitude and congratulations to Rich Brown.




About the Hillsborough River Interlocal Planning Board
The Hillsborough River Interlocal Planning Board was created by the Florida Legislature in 1986 to coordinate planning and development activities among the three government jurisdictions that the Hillsborough River runs through in the county. The River Board adopted and maintains the River Master Plan and makes recommendations for the river’s continued vitality to local governments, regulatory agencies, and others.
