PD&E Kickoff: Changes proposed for the Courtney Campbell Causeway

The iconic Courtney Campbell Causeway is about to undergo an exciting review process. We’re here to fill you in on what’s coming next! If you’ve ever driven across this beautiful stretch of road, you know it’s more than just a highway; it’s a Florida Scenic Highway offering breathtaking views of Old Tampa Bay. However, the Causeway is also a vital connector, a shared public space, and an important visual gateway for the entire Tampa Bay area. 

The desire to preserve the unique charm of the Causeway is strong, and it’s reflected in many of our region’s planning documents. This includes the City of Tampa Comprehensive Plan, the Hillsborough Corridor Preservation Plan, and even the efforts of the Courtney Campbell Scenic Highway Corridor Advisory Committee. It’s safe to say the Causeway is a local treasure! 

Now, the Florida Department of Transportation (FDOT) is gearing up for a Project Development & Environment (PD&E) Study to evaluate potential improvements to the Causeway. The goal? Enhancing capacity, safety, and resilience, especially with an eye on protecting the road from extreme weather and rising sea levels. The study will look at both no-build and build scenarios for a stretch of 9.4 miles along SR 60 from McMullen Booth Road in Pinellas County to just west of the Veterans Expressway in Hillsborough County. 

Many of the Hillsborough TPO committees have been learning about this project and providing initial feedback throughout August. 

What does that mean for you? FDOT will be sharing all the details about the project and is eager to hear from the public throughout the PD&E process. The kickoff meeting is your chance to learn more and provide input! It’ll be held in person on Thursday, September 4, 2025, from 5:30 pm to 7:30 pm at the DoubleTree by Hilton on Tampa Rocky Point Waterfront (3050 N. Rocky Point Dr. West, Tampa, FL 33607).
