After 14 years at the helm of the Aviation Authority, Joe Lopano is preparing for his final departure—retirement! As CEO, Joe has driven Tampa International Airport’s (TPA) incredible transformation, overseeing multibillion-dollar investments that have redefined the passenger experience. 

Under his leadership, TPA added Airside D, expanded office space, introduced an automated people mover, and welcomed at least 14 new international flights—bringing the world a little closer to the Tampa Bay Region. And who could forget Phoebe, the beloved giant flamingo that has become a social media sensation and an airport icon? 

Joe’s tenure has not only reshaped the airport but also earned TPA the title of “Best Airport in the U.S.” from just about every rating agency—a testament to his vision and dedication. 

Mr. Lopano has been a great leader at TPA and in our community. As such, his service to the TPO Board has been invaluable. Next, Michael Stephens will take the controls, stepping in as CEO and as the Aviation Authority’s representative to the Hillsborough TPO. We look forward to seeing his leadership build on Joe’s remarkable legacy. 

Joe, thank you for making TPA a world-class airport and a true gem of Hillsborough County. Wishing you smooth skies ahead!
