Hillsborough Local Roadway Resilience Countermeasures

Bayshore Blvd flooded during Hurricane Idalia. Author Andrew Henan.

Overview

The Hillsborough transportation network is particularly vulnerable to the impacts of natural disasters, exposure to extreme heat, and increased flooding. The Hillsborough Local Roadway Resilience Countermeasures study will identify and assess how these impacts affect our local roads and determine which resilience solutions are most appropriate for varying road types. This study will explore a range of localized resilience conditions across three representative corridors identified as high in criticality and vulnerability. As part of the analysis, typical challenges will be detailed, and appropriate resilience countermeasures – including improvements, associated costs, and return on investment – will be proposed. The selected roadways will be illustrated through visual diagrams and contextualized with local conditions, historical data, and, where possible, best practices from other similarly vulnerable regions.
