Traffic jams and crash hot spots are two of the most significant problems that planning agencies seek to address and the way our TPO tackles them is due for a major overhaul. The Congestion Management Process (CMP) prescribes processes that large MPOs use to track and manage congestion and, given the connection between speed, congestion and crashes, the Hillsborough TPO will be documenting meaningful ways to resolve all three.
This new plan will dig into traffic reliability, crash trends, and multimodal congestion, spotlighting problem areas and performance gaps. It’s the first big refresh since 2013, and it’ll stand on its own as a full report.
Helping lead the charge is Cambridge Systematics, a consulting team with expertise in congestion management, safety analysis, and Florida transportation planning. They’ll deliver a performance-based framework, a strategy toolbox, and public outreach materials to keep everyone informed.
The project is already underway and runs through May 2026. In February, committees will get their first look at the technical memo. By May, the final report will be ready for review and adoption by the TPO Board. Got questions? Reach out to Harry Walsh at [email protected].
