Diego Guerra Appointed as Staff to Hillsborough River Interlocal Planning Board

The Hillsborough County-City Planning Commission is pleased to announce that Diego Guerra, Senior Environmental Planner, has assumed staff responsibilities for the Hillsborough River Interlocal Planning Board and Technical Advisory Council (TAC) following longtime staff member Shawn College’s promotion to Chief of Planning and Operations.  

Diego contributes a strong environmental and resiliency planning background that complements the Board’s ongoing efforts to protect and enhance the Hillsborough River. As a Tampa resident and dedicated public servant, he is passionate about advancing strategies that improve water quality, support ecological health, and foster community-centered resilience along the river corridor. 

In his new role, Diego will support the River Board and TAC by coordinating intergovernmental collaboration, reviewing projects and policies that affect the river, and promoting environmental stewardship among agencies, residents, and stakeholders. His appointment ensures both continuity and a renewed commitment to the values upheld throughout Shawn College’s decades of service. 

While stepping into his new leadership position, Shawn remains with the agency and will be instrumental in supporting a smooth transition for Diego and the River Board staff. His experience and insight will continue to benefit the agency and its environmental planning efforts.
