Development in the Coastal High Hazard: Best Practices Policy Analysis (2020)
The Development in the Coastal High Hazard (CHHA) Area: A Best Practices Policy Analysis report evaluates how staff determines consistency with the Hillsborough County and the City of Tampa Comprehensive Plans regarding applications for density increases in the Coastal High Hazard Area (CHHA). Of particular concern was whether policies and criteria in our Comprehensive Plans are clear, straightforward, and predictable. An analysis of best practices examples from other Florida jurisdictions found that many comprehensive plans have objectives and policies that limit or restrict residential density in the CHHA, limit or regulate the type of development allowed in the CHHA, and establish special building requirements. After reviewing these policies, the report presents several noteworthy measures for possible consideration to develop clear, consistent, and predictable criteria in our Comprehensive Plans.
