Each year, the Hillsborough County Transportation Disadvantaged Coordinating Board (TDCB) evaluates the Community Transportation Coordinator (CTC), the Sunshine Line, to ensure that transportation services for the county’s transportation disadvantaged population are efficient, cost-effective, and appropriate. The evaluation covers five key criteria: Reliability, Service Effectiveness, Service Efficiency, Service Availability, and Safety. These are assessed through both ride data and feedback from program users via surveys.
The 2024 evaluation period, covering July 1, 2023, to June 30, 2024, shows strong performance across several areas. For example, Sunshine Line met the on-time performance standard with 93.3% of trips arriving or departing on time, a 2% improvement over 2023. The travel time standard was exceeded, with 98.2% of trips meeting the goal of 90 minutes or less. In terms of service reliability, the fleet recorded only 1.75 road calls per 100,000 vehicle miles, well below the standard.
The service effectiveness metric, based on trips per capita, was also met. The Sunshine Line and its 12 partner agencies provided 942,804 trips, equating to 0.61 trips per capita, surpassing the 0.5 standard. In terms of service efficiency, the average cost per trip was $14.52, well under the $28.22 standard. However, trips per revenue hour at 1.57 fell short of the standard for the fourth consecutive year. This standard was previously met before COVID-19 and the number of trips per revenue hour has been steadily increasing since 2022. An ongoing driver shortage is also being addressed, and Sunshine Line is actively working to maintain its driver capacity.
Safety remained a priority, with the Sunshine Line achieving 0.78 chargeable accidents per 100,000 vehicle miles, well below the 1.2 standard.
